Pers mededeling : Release of the White Paper on the emerging of world-class clusters

Europa InterCluster releases today a White Paper on the emerging of European world‐class clusters. Initiated by European clusters and based on the input of cluster managers, this White Paper formulates a list of proposals to give Europe the means to face global competition and gain a new foothold on the international scene.

3 challenges, 9 guiding principles and 7 proposals
Developed by more than thirty mature clusters from Sweden, Germany and France, this White Paper represents the voices of thousands of companies and research centres from most sectors in Europe. It distinguishes two types of cluster form: the "area cluster” and the “power cluster”.
It discloses three challenges which are linked to nine guiding principles:
from stepping onto the world stage to internal consolidation and exploiting the European potential. The seven proposals are gathered under the “European Pact for Clusters” that will be proposed to the European Parliament and Commission, as well as to the future Hungarian presidency of the European Union (first semester of 2011) and to all Member States.

The European Pact for Clusters
This White Paper calls for European coordination to come up against the existing fragmentation of the 27 member states cluster policies that represents "the cost of non- Europe"; a fragmentation that hampers the emergence of alliances and cooperation between European clusters aiming towards the achievement of world‐class status.
This White Paper proposes a number of measures to improve and complement the range of technical and financial tools which will enable the implementation of this European, yet globally oriented, strategy such as a one-stop shop for all segments of the cluster's value chain, an integrated programme for productive and regional innovation, a tool box for integration, an EU “Single Fund” for the Emerging of European Value Chains and so on.
These proposals are now available to all of the other 2000 European clusters for consultation.
