Op woensdag 6 oktober 2010 heeft het Comité van de Regio's (COR), Laurette Onkelinx, Belgische minister van sociale zaken, uitgenodigd voor een debat rond het Europees sociaal beleid. De boodschap van het Comité aan het Belgisch voorzitterschap van de EU was: de EU moet meer doen in de strijd tegen dakloosheid en extreme armoede; economische groei mag niemand achterlaten.
Het Comité heeft rond dakloosheid een advies goedgekeurd, met name van Tore Hult's. Het Comité heeft de Belgische minister uitgenodigd niet alleen omdat ze het voorzitterschap van de EU vertegenwoordigd maar ook omdat ze een langdurig lid van het Comité was en omdat zij in 1993 een van de voorvechters was in België om een wet goed te keuren die burgermeesters het recht gaf leegstaande gebouwen te gebruiken voor opvang van daklozen.
CoR rapporteur Tore Hult stressed that in the CoR's view, combating homelessness should be a priority for the EU's social inclusion policy and the Europe 2020 strategy. "Good quality, affordable housing is a fundamental need as well as a right. The Charter of Fundamental Rights acknowledges that everyone has the right to social and housing assistance. A high level of homelessness is unworthy of the EU."
The main obstacle to combating homelessness is the panoply of policies involved and the division of responsibilities between authorities. Mr Hult therefore emphasised that "a basic prerequisite for the success of efforts to combat homelessness is coordination between the initiatives of all levels of government involved (local, regional, national and intergovernmental)".
However, Mr Hult goes further, calling for a "European strategy against homelessness, requiring that the EU institutions be more active in preparing and monitoring measures taken". This proposal echoes the position of over 95 MEPs who have asked the Council to pledge by the end of 2010 to settle the issue of homeless people by 2015, and have called on the Commission to launch a bold strategy for homeless people in the EU.
Mr Hult's work for the CoR has been backed by the European Federation of National Organisations Working with the Homeless (FEANTSA), which with the CoR sponsors the HABITACT network of cities spearheading the fight against extreme poverty.
