COR consultatie "Cohesion Policy: Strategic Report 2010 on the implementation of the programmes 2007-2013"
Het Comité van de Regio's bereid momenteel een reactie voor op de mededeling van de Europese Commissie "Cohesion Policy: Strategic Report 2010 on the implementation of the programmes 2007-2013". Zoals aangekondigd in de laatste COTER vergadering van het Comité van de Regio's, nodigt de heer Constantin OSTAFICIUC (RO/EPP), rapporteur van het opiniedocument stakeholders uit om insteek te geven. Bijdragen zijn welkom (bij voorkeur in EN, FR, IT, ES or RO) ten laatste op 30 juli bij COTER@cor.europa.eu.

Open questions to CoR members and stakeholders:
1. What bottlenecks exist in the implementation of projects at local and regional level? How can the Member States and the EC overcome these and speed up project implementation?
2. How can local and regional authorities help to improve the delivery of cohesion policy objectives and the strategic reporting exercise?
3. What measures could help to assess the risks of slow implementation of cohesion policy, to reduce the risks of decommitment and delays in the delivery of concrete results?
4. How can the Member States and the EC use the outcomes of the reporting exercise in order to improve the performance of the policy?
5. What measures should be taken to improve cooperation between local and regional authorities and managing authorities?
6. What methods, instruments and indicators can be applied to determine the contribution of cohesion policy to the Europe 2020 strategy and other sectoral policies?
7. What should be the role of the CoR in improving policy learning?
8. How can EC funding be integrated to ensure more efficient use of the Structural Funds, financing from Community programmes and initiatives and national funding?
