COR consultatie rond Horizon2020, 28 februari 2012

Het Comité van de Regio's bereidt momenteel een opinie voor rond het Commissie voorstel voor een verordening van het Europees Parlement en de Raad rond "Establishing Horizon 2020 - The Framework Programme for Research and Innovation (2014-2020)", COM (2011) 809 final.

De rapporteur, Mr. Markku MARKKULA (FI/EPP), lid van de EDUC commissie van het Comité van de Regio's en zijn expert, Mevr. Elisa Boelman, komen naar Brussel om stakeholders te ontmoeten.

De consultatie heeft een duidelijke focus op de punten en vragen (zie working document) dat zal gestuurd worden naar de geregistreerde deelnemers. Dit document zal ingaan op een aantal punten die ter discussie zullen gesteld worden :
•          Belang van Horizon 2020 in de Europa 2020 strategie; 
•          Horizon 2020 opent extreem belangrijke opportuniteiten; 
•          Europese transformatie naar maatschappelijke innovaties;
•          Versnellen en up scaling van innovatie;
•          Smart specialisation;
•          Versterken van de regionale dimensie in Horizon – Regions of Knowledge & Living Labs;
•          Key enabling technologies, research infrastructuren en ecosystemen

Innovation has been placed at the heart of the Europe 2020 strategy as our best means of successfully tackling major societal challenges, such as climate change, energy and resource scarcity, health and ageing, which are becoming more urgent by the day. In this context, the CoR opinion on Horizon will have two main focus areas:
•          Addressing fundamental policy questions related to excellence, capacity-building, smart specialisation, regional research and innovation ecosystems,
•          Proposing concrete recommendations on issues affecting local and regional actors.

These issues include, but are not limited to: public procurement; researcher mobility; access to complementary finance; research infrastructure; and strategies for R&D and regional development.

The Rapporteur on the opinion, Mr. Markku MARKKULA (FI/EPP), Member of the EDUC Commission of the CoR and Member of the Espoo City Council would be happy to meet for a consultation and an exchange of views on his opinion with representatives of local and regional associations, and of national research and innovation agencies, in addition to other stakeholders. The Rapporteur would be very keen to hear your views during the meeting: after a short introduction, stakeholders are invited to present their positions.

The Rapporteur would be very glad to receive your written comments. If you already have a related position paper, please send us a copy by February 23. Other written contributions are also welcome until March 6.

The consultation will be held in English.
