EDF: Farm Income Diversification Programme (FIDP) – PHASE II
The overall objective of FIDP II is: “To contribute to the reduction of poverty in Malawi”, while the project purpose is: “To improve the livelihoods of rural households through the conservation of natural resources, diversification of agricultural production and increased agribusiness’. This is to be achieved by assisting smallholder farmers to consider farming as a business rather than a means of subsistence, while at the same time conserving and enhancing the natural resource base upon which production depends. Through an integrated approach the programme supports: the sustainable use of soil and water resources; a diversification and intensification of production (crop, livestock, aquaculture and other forms); the strengthening of farmer organisations; and the marketing of produce. The expected results of FIDP II are in two folds: the first set of results (1 to 4) aims at addressing issues that are more tangible and quantifiable in the field; whilst the second set of objectives (5 to 7) aims at addressing issues that are more qualitative and relating to community development and empowerment.
Result 1. Natural resources are managed sustainably.
Result 2. Post harvest storage and processing is improved.
Result 3. Smallholder agriculture productivity is increased and diversified.
Result 4. Agri-business is promoted.
Result 5. Capacities of FIDP communities, the Ministry of Agriculture, Irrigation and Water Development and other stakeholders are improved.
Result 6. The social development of FIDP Communities is enhanced.
Result 7. Coordination and knowledge management is improved.
The specific objective of this Call for Proposals is to select applicants that will assist in:
1) Improvement of post-harvest storage and processing;
2) Increasing and diversification of smallholder agriculture productivity; and
3) Promotion of agribusiness.

In order to be eligible for a grant, applicants must:
• be legal persons and
• be specific types of organisations such as: non-governmental organisations, public sector operators, local authorities, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation3 or be a farmers' association or cooperative and
• be nationals of a Member State of the European Union, official EU candidate countries, countries of the European Economic Area, an ACP state or a Least Developed Country as specified in the latest OECDDAC list of Official Development Assistance (ODA) recipient countries published on the following OEDIC DAC website link http:/www.oecd.org/dataoecd/32/40/43530882.pdf. This obligation does not apply to international organisations and
• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary and
• have stable and sufficient sources of finance to ensure the continuity of their organisation throughout the project and to play a part in financing it and
• have a presence in Malawi and
• have a sufficient documented experience in the related field of actions being proposed and
• be able to demonstrate capacity to manage large scale activity corresponding to the size of the project for which a grant is requested.
The overall indicative amount made available under this Call for Proposals is EUR 3,000,000 (three million Euros). The Contracting Authority reserves the right not to award all available funds.
Size of grants; Any grant awarded under this Call for Proposals must fall between the following minimum and maximum amounts:
• minimum amount: EUR 900,000.
• maximum amount: EUR 1,000,000.
An information session on this Call for Proposals will be held on 10th January 2012.
