DCI-Kirgizische republiek: Small scale Rural Infrastructure Development and Social Reintegration projects in Batken region

The overall objective of the programme is to support poverty alleviation through improving and development of rural areas of the Kyrgyz Republic.

The specific objective of the programme is to improve social welfare of the rural communities living along the Osh-Isfana road in Batken region (with focus on Kadamjaiskiy and Lyilykskiy districts) of Kyrgyzstan.

Priority under the current Call for Proposals is given to support initiatives of local communities living in Kadamjaiskiy and Lyilykskiy districts of Batken region for rehabilitation and improvement of village level small scale infrastructure objects of high economic or social implication to achieve better living conditions.

Projects should be specific self-contained action based on a coherent set of activities with clearly defined operational objectives, target groups and planned, tangible outcomes and results, which will have a sustainable effect.
Focus should be given to initiatives of local communities towards improving their "self-help" capacities to achieve better living conditions and by their active involvement using low-cost, innovative and community driven approaches:

a) Rehabilitation upgrading, improvement and installation of village level small scale public/community infrastructure objects of high economic or social implication such as:
• Rural/village level internal roads;
• Bridges;
• Medical points, public bath-houses, other strategically, economically and socially important objects on a community level;
• Rehabilitation of electricity transformers, sub-stations and lines;
• Installation of new electricity facilities and lines, especially for poor households and for strategically and socially important objects on a community level;
• Upgrading and installation of telecommunication facilities might be also considered;

b) Rehabilitation, upgrading and installation of small scale drinking water supply systems, using innovative, low-cost, community driven approaches resulting in a more reliable clean water supply to as much as possible water users, reducing seepage and leakage of water from structures, better water management, with reduced operational losses, increasing the number of household with the access to drinking water:

• Rehabilitation/construction of drinking (clean) water distribution systems and networks (including disinfection and sanitation facilities) depending on type of local ground water sources (wells, springs, rivers, canals) and using appropriate technology options;
• Installation/connection of new components within the existing clean water supply schemes; Rehabilitation of the existing clean water supply systems;
• Rehabilitation/construction of disinfection and sanitation facilities within the clean water supply systems, implementation of an efficient and cost effective system of water quality protection;

c) Small scale rehabilitation of the existing irrigation and drainage systems (or its components), or construction of new components within the existing irrigation systems, using innovative (where possible), low-cost, community driven approaches, resulting in a more reliable irrigation water supply, reduced losses and seepage of water; better water management and reduced operational losses; increasing the irrigated area (due to the efficient use of the available water). These actions include but not limited to:

• Rehabilitation of canal (river) headworks;
• Rehabilitation (construction) of settling basins and sediment ejectors;
• Rehabilitation (replacement) of the existing irrigation channels, and its components;
• Construction of new irrigation channels or its sections;
• Repair or reconstruction of overpasses and underpasses;
• Construction of small irrigation water reservoirs (water houses) and storage facilities;
• Repair, replacement or construction of channel control structures, mechanical desilting of canal sections;
• Repair or construction of water gauging stations.
• Rehabilitation and reinforcement of small dams.

d) As an integral part, to ensure sustainability in the long term all the actions above must be covered and facilitated by the capacity building activities to strengthen community's capacity (stakeholders and beneficiaries) to plan, implement, operate and maintain constructed/rehabilitated infrastructure facilities and systems in an effective and sustainable manner;
(At that, actions concerned mainly or solely with capacity building and training activities will not be considered as eligible).

To achieve greater sustainability and ownership, it is foreseen that the proposed projects will involve a significant proportion of the hand-work (up to 30% of the grant project cost) carried out by the community members on a voluntary basis, under close guidance and supervision of qualified engineers/ site supervisors.

Bearing in mind the specificity of the actions identified it is feasible to use up to 50% of the project cost for raw materials, construction materials, spare parts, equipment etc. needed for the implementation and completion of rehabilitation and construction works.

Environmental aspects have be taken into consideration and followed while proposing and implementing any rehabilitation and construction works. All the rehabilitation (or installation) works should be done in accordance with the national rules, standards and requirements.

All the actions have to be implemented in synergy with an existing EC or other donors supported projects in the region, at that, actions proposed by the Applicant have to avoid duplication or refreshing of the activities already implemented or going to be implemented by the international donor organisations such as WB, ADB, etc.

The grant may not have the purpose or effect of producing a profit for the grant beneficiary, which is the body signing a grant and which should not be confused with the final beneficiary of the operation, which is generally the target group or the people living in the country where the operation is taking place.

In terms of procurement of services, supplies or works by the grant beneficiary, the contract award procedures specified in section 6.8. “Procurement by grant beneficiaries” of the Practical Guide must apply by the grant beneficiary for each procurement contract.

Begunstigden: 

In order to be eligible for a grant, applicants must:
• be legal person and
• be non profit making and
• be non-governmental organisation including local community organisation, foundation, water users association,  organisation or association representing local people, or international organisation . (organisations/ institutions owned or funded by local, regional or national government authorities are not considered as falling into this category and not eligible);
• be nationals of a Member State of the European Union or of an official candidate country (Croatia, Macedonia and Turkey), or of the Kyrgyz Republic ; and
• must have been registered for at least two years at the time of the submission of an application; and
• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary. All actions should be based on an initiative of local partners and should ensure their involvement during all the stages of the action implementation. Organisations originating from the EU which propose an action must demonstrate an established and effective partnership with local organisations in the Kyrgyz Republic where the actions are taking place; and
• have proven experience in carrying out activities in the field of rural infrastructure rehabilitation/construction of the kind covered by this programme.

 

Budget: 


The overall indicative amount allocated under this call for proposals is EUR 1,000,000. The Contracting Authority reserves the right not to award all available funds.

Size of grants

Any grant awarded under this Call for Proposals must fall between the following minimum and maximum amounts:

• minimum amount: EUR 100 000
• maximum amount: EUR 200 000

A grant may not be for less than 50 % of the total eligible costs of the action.

In addition,
 For proposals submitted by local (national) organisation (see section 2.1.1 (1)), the Commission will cover the full financial cost (100%) of the total eligible costs of the action (see also section 2.1.4).
 For proposals submitted by (or in partnership with) an organisation from a Member State of the European Union or by an international organisation (see section 2.1.1 (1) and 2.1.2), the grant may not exceed 80% of the total eligible costs of the action (see also section 2.1.4).
